Qt is a set of libraries for GUI development and an IDE. It is available either for free under the Lesser GPL or paid for under a commercial license. Qt creator (the IDE) is very professional in look and feel. A dozen or so core modules are included by default and may be selected for use in a new project. Other libraries are included in source code form and need to be built before they can be used. The package is far from lightweight being on the order of 30MB zipped.
